The Opportunity

My client, the owner and developer of a new Coal Fired Power plant based in the Philippines are seeking an experienced Technical Maintenance Manager as a critical role in the transition of their project from commissioning into commercial operation. The role will report to the Plant Manager and have direct responsibility for the Technical Services & Engineering Manager and the wider Technical Services team.

My client need a professional with a strong history in Coal Fired Power Plant O&M in an international environment who is committed to a project for the long-term. This involves a 3 year programme to train and develop local operators and maintenance team. If you deem yourself suitable for this opportunity you must be willing to relocate full-time to the Mariveles region of the Philippines either on single or accompanied status.

The Role

  • Manage the long & short-term Technical Services and Engineering activities associated with defect and planned maintenance programmes
  • Manage a team of site based engineers, technicians and at times external contract agencies. 
  • Ensure plants are enabled to generate the targeted electricity within the defined quality, safety and cost parameters
  • Coordinates all capital and expense budgets of Technical Services and Engineering team to ensure that equipment is operable.  
  • Oversees the work of Engineering, IT, Reliability, QA/QC, Project Management, and Vendor Relations to ensure that all jobs are completed on time, within budget, and to customer specifications.
  • Understands and adheres to all Local, Corporate Health Safety and Environmental Policies.
  • Ensure operational records and procedures are in accordance with the internationally recognised OHSAS 18001, EMS- ISO 14001 and QMS – ISO 9001.
  • Ensure the review and update all P&ID drawings and that all plant modifications are included on the modified drawings.
  • Ensure KKS labelling of all equipment identified on the correct P&ID’s, pass new and corrected KKS to the planning team with full description to add to CMMS.
  • Evaluate Plant Improvement proposals, verify provided data is correct, discuss with relevant section and approve where agreed for implementation to the requirements of Management of Change.
  • Plan, organize and execute (Project Manage) Plant improvements approved and identified in the AOP during normal operation and/or outages.
  • Ensure that Maximo is monitored to understand where repetitive defects occur and investigate failings based on unreliable equipment, unsuitable materials for the application, poor installation and workmanship etc.
  • Life Cycle Management of all major plant systems.
  • Provide guidance to resolve complicated and critical engineering plan performance issues.
  • Provide technical/business support for insurance claims, Contractual Service Agreements, and other major equipment purchase contracts.
  • Stays abreast with current generating technologies to support generation planning and strategic planning initiatives.
  • Support Operations and Maintenance in extending the use of DCS / SCADA and bringing performance improvement and efficiencies to the business.
  • Oversee management of 69kV to 230kV transmission line and participate in coordination meetings with the National Grid Corporation.
  • Review stock holding quantities and levels to ensure the spares holding in the Warehouse meets the current and future requirements of the plant.
  • Initiates cost reduction proposals from other sources, compiles appropriate information, makes recommendations for action, and checks on results obtained.
  • Lead the Review Root Cause Analysis (RCA) Committee and ensure that RCA reports are provided on time.
  • Review OEM maintenance and operating instructions to ensure they are adequate for the application and amended accordingly.

The Applicant

  • A minimum Bachelor’s Degree in Mechanical or Electrical Engineering (or similar).
  • 8 to 10 years’ experience in Coal Fired Power Plant operation and maintenance / technical services
  • Proven management capabilities 
  • Start up, commissioning and troubleshooting experience in a power plant environment.
  • Expert in the review of engineering and implementation for plant modifications for operational change and performance improvements.
  • Experience in analysis/ management of water/steam quality control and long term equipment integrity.
  • Good understanding of Rankine cycle concepts, its optimisation and operation.
  • Knowledge in using AutoCAD, Project Management Software, MS Office including MS Word, MS Excel, MS.
  • Knowledge in the bid proposal process for contractors and recommending technical solutions to improve quality and cost efficiency.
  • Team player and willing to share knowledge.
  • Excellent prioritisation and planning skills
  • In depth understanding of Plant mechanical and electrical systems (relays, metering, valves, pumps, pipes, vessels, heat exchangers, steam generators, steam generators auxiliaries, steam turbines etc.)
  • Experience using Computerized Maintenance Systems (i.e. Maximo)
  • A knowledge of Engineering codes used in industrial setting, including but not limited to: PSME, ASME, API and DOLE standards.
  • Incident investigation and root cause analysis experience
  • Personal prioritisation of Safety Policies, PTW/LOTO, JHA/Risk Assessment, STARRT Procedures, Environment Hazardous Waste Management
  • Fluent in English (spoken and written).
