The Opportunity

My client, the owner and developer of a new Coal Fired Power plant based in the Philippines are seeking an experienced Operations Manager as a critical role in the transition of their project from commissioning into commercial operation. The role will report to the Plant Manager and have direct responsibility for the Shift Supervisor(s) and Plant Chemist.

My client need a professional with a strong history in Coal Fired Power Plant O&M in an international environment who is committed to a project for the long-term. This involves a 3 year programme to train and develop local operators and maintenance team. If you deem yourself suitable for this opportunity you must be willing to relocate full-time to the Mariveles region of the Philippines either on single or accompanied status.

The Role

  • Manage Operations and Chemical Laboratory Teams to ensure safe, efficient and economical operations of the plant Manage a team of site based engineers, technicians and at times external contract agencies.
  • Development of the short and long term operation strategy for the plant
  • Supports the Plant Managers with accurate and concise technical advice pertaining to plant operational programs, plant history, strategic spare holdings, gases and oils and timeous reporting
  • Responsible for the implementation of sound budgetary control and recommends to the Plant Managers the Annual Operations budget in accordance with the Plant AOP
  • Ensure compliance to all relevant safety and environmental management procedures and controls
  • Ensure operational records and procedures are in accordance with the internationally recognised QMS – ISO 9001.
  • Ensure implementation of all safety and environmental programmes, such as Safety Walk and Clean downs, Risk Assessment, War on Waste, Energy Conservation, Aspect and Impact
  • Monitor and manage Permit to Work System ensuring that the conditions laid are fully implemented whether it is an in-plant or a contractor’s job
  • Ensure that waste generation is minimal through efficient plant operation
  • Coordinate with Technical Services Team matters about plant or equipment modifications and follow-up changes on plant designs with the intent to improve equipment reliability
  • Works with the Maintenance Manager in daily outage planning and execution.
  • Effectively plan, with full inclusion of the Plant Maintenance management, the maintenance outages ensuring preparation and planning stages are fully optimized.
  • Complete employee competency assessment and identify training requirement to ensure skill levels are increased and maintained.
  • Lead and motivate the shift team leaders to develop commercial driven teams setting appropriate people and plant related performance measures
  • Works with the Finance and Accounting Team to understand and explain deviations between budget/forecast and actuals.

The Applicant

  • A minimum Bachelor’s Degree in Mechanical or Electrical Engineering (or similar).
  • 8 to 10 years’ experience in Coal Fired Power Plant technical operation
  • Ideally held previous positions as a plant operator (or similar) and therefore having a good understanding of what various operating roles on the plant entail
  • Proven management capabilities 
  • Hands-on experience on: turbines, generators, high-pressure boilers and water treatment plant
  • Expert in Project Management principles, ideally with a recognised PM qualification.
  • Strong written and verbal communication skills; able to interact with people at all levels both internally and outside of the business.
  • Advanced presentation and reporting skills.
  • Computer literate
  • Trained in emergency response
  • Fluent in English (spoken and written).
